Best tiered link building services in 2026: 16 services checked (most AI picks don’t sell tier 2)

We asked ChatGPT, Gemini, Claude and Perplexity for the best tiered link building service and checked every brand they named on its official pages. Seven of the nine most-recommended brands do not sell tiered links at all — they sell tier 1 guest posts and niche edits. We compare the services that genuinely sell tier 2 and cascades, with October 2026 prices (–30 per tier 2 link at dedicated vendors), guarantees, niche rules and red flags.

Best tiered link building services in 2026: 16 services checked (most AI picks don’t sell tier 2)

We asked ChatGPT, Gemini, Claude and Perplexity for the best tiered link building service in 2026, then checked the official pages of every brand they recommended. Of the nine brands they named at least twice and that we could verify, seven do not sell tiered links at all. They are good link building companies — FatJoe, uSERP, Editorial.Link, The HOTH, Rhino Rank, LinksThatRank, LinkBuilder.io — but they sell tier 1 placements: guest posts, niche edits, digital PR. If you actually want a second tier of links pointing at your existing backlinks, you need a different, much smaller group of vendors. This comparison separates the two, lists what each service really sells, what it costs per link as of October 2026 and where the risks are.

How we checked

We asked four AI assistants with web search enabled the question "What is the best tiered link building service in 2026?" twice each and recorded every brand they named. Then, on October 11, 2026, we read the official service, pricing and terms pages of each brand, plus the vendors that actually sell tier 2 links and showed up in related answers. Prices are in US dollars as shown on those pages; where a vendor contradicts itself, we say so. Nothing here is sponsored, and PromoPilot — a tiered link building platform itself — is included and described by the same criteria.

AI assistants answer the tiered question with the best-known link building brands. Most of them sell excellent tier 1 placements, but not a second tier.

Three different things are sold as "tiered link building"

Most confusion comes from the fact that the term covers three different products. Before comparing prices, decide which one you need.

1. Tier 1 placements only. Editorial guest posts, niche edits and PR links pointing at your site. This is what FatJoe, Editorial.Link, uSERP, Rhino Rank and similar agencies sell. Some explain tiered link building on their blogs, but the product is tier 1.
2. Tier 2 add-ons. Links pointing at backlinks you already have. Searcharoo, SEOButler, OutreachMama, Sir Links A Lot and Rank Club sell this as a separate product, usually in packs of 5–50 links.
3. Full cascades. Tier 1, tier 2 and sometimes tier 3 built together around one target page. PromoPilot, siteai.md and Fantom sell this; bulk "link pyramids" from shops like Rankers Paradise also belong here, at a very different quality level.

The big link building brands: excellent tier 1, no tier 2

These are the names AI assistants recommend most often for the tiered query. None of them currently lists a tier 2 or tiered product on its official pages. They are worth knowing because tier 2 only makes sense on top of a decent tier 1 — and this is where most people buy tier 1.

ServiceWhat they sellPrice per linkGamblingReplacement
FatJoeGuest posts and niche edits by DR, self-serve$72 (DR10+) to $456 (DR60+)Separate iGaming product from $144"Lifetime" on request
Rhino RankCurated links (niche edits), guest posts, self-serve$60–210 niche edits, $75–400 guest postsVia partner sites only12 months
The HOTHLink outreach, link insertions, à la carte$150–405 outreach, $200–450 insertionsInsertions yes, outreach no6 months

uSERPManaged editorial links and digital PR$250–900 inside $5,500+/month retainersNot stated6 months
LinkBuilder.ioManaged white-hat outreachAbout $375 inside $2,999+/month plansNot statedNot stated

Two observations. First, none of them guarantees indexing; the closest is The HOTH, which replaces an outreach link that is not indexed after 90 days. Second, several vendors' own pages disagree with each other — FatJoe advertises a money-back guarantee while its terms say all fees are non-refundable, and uSERP quotes both a three-month and a six-month initial term. Read the terms page, not just the landing page.

Services that actually sell tier 2 and cascades

Prices are not comparable one-to-one: Rank Club sells PBN posts, SEOButler and OutreachMama network posts, Searcharoo resold placements, PromoPilot articles on blogging platforms. Compare what the link sits on, not just the price.
Tier 2 add-on · self-serve

Searcharoo

One of the two brands in AI answers that genuinely sells tier 2. $30 per tier 2 placement, links "on real websites with referring domains", guaranteed live within eight weeks. Its terms state that tier 2 links are handled by an independent third-party business, so the product is resold. All fees are non-refundable; removed links are replaced within six months. Accepts gambling, pharma and adult.

Good for: a small number of quality tier 2 links on top of strong tier 1, in any niche. The most expensive per link in this group.
Tier 2 add-on · self-serve

SEOButler and OutreachMama

Two vendors with almost identical tier 2 products: packs of 10, 25 and 50 contextual posts of 300–500 words on a network of sites with 30–150+ referring domains. SEOButler: $180 / $380 / $730; OutreachMama: $175 / $375 / $725 — roughly $14.5–18 per link. SEOButler excludes casino, adult and pharma. OutreachMama states it gives a partial report and does not share the tier 2 URLs.

Good for: boosting guest posts and niche edits with network posts. Note that you cannot verify every tier 2 link yourself with OutreachMama.
Tier 2 add-on · self-serve

Sir Links A Lot

Tier 2 packs built from niche edits plus "pillow" links: Standard $119 (5 niche edits and 50+ pillow links for up to 5 target URLs), Premium $228 (11 niche edits and 100+ pillow links). Full white-label report with URLs and anchors. All sales are final once work starts. No tier 2 for gambling, adult, pharma or payday loans; those niches have separate services.

Good for: spreading tier 2 across several tier 1 URLs with a transparent report.
Tier 2 add-on · PBN

Rank Club

A niche-segmented private blog network sold as tier 2: from $100 for 5 links to $1,400 for 100, $14–20 per link, links guaranteed for a year with free replacement. Casino, adult and CBD run on separate networks. The PBN domains are not disclosed; you receive screenshots.

Good for: those who knowingly accept PBN risk at tier 2. It is the clearest example of a link scheme in this list.
Full cascade · self-serve

PromoPilot

Our own service, described by the same criteria. One target page gets a cascade: five tier 1 publications, each supported by ten tier 2 articles, plus crowd mentions — $30 per target page on the Basic plan. A custom cascade is priced per unit: $3 per tier 1 and $2 per tier 2 publication, so a light boost of two tier 1 links with three tier 2 links each costs $18. Every publication is written for its page, placed on a different platform, checked in the rendered page after publication and listed in the report with its indexing status. Tier 1 here is self-published content on blogging and web 2.0 platforms, not editorial outreach — if you need DR 70 media placements, buy them from an agency above and use the cascade on top. Gambling is accepted.

Good for: many pages on a limited budget, tier 2 on top of existing links, transparent per-link reporting. Not a replacement for editorial PR.
Full cascade · managed

siteai.md "Link Cascade"

A Moldovan agency selling a cascade with the same 5 → 50 structure: Basic $99 (5 tier 1, 50 tier 2, 5,000 crowd links), Pro $649 (adds 750 tier 3 and 37,500 crowd links). Content is AI-generated, and the agency says so. No fixed deadline and explicitly no guarantee of indexing, positions or traffic.

Good for: a hands-off cascade if you are comfortable with no timeline and no guarantees.
Full cascade + signals

Fantom

Sold per target URL: Basic $120, PRO $240, POWER $970, combining hundreds of tier 1 and tier 2 links with social signals and paid visits — click-through manipulation by design. PDF before-and-after report. Casino is a showcased niche; no guarantees or refund terms stated.

Good for: experiments only. Bundling links with simulated traffic adds a second type of risk.
Bulk pyramids

Rankers Paradise

The other brand AI assistants recommend that sells tiered packages: $120 for 200+ foundation links "with approximately 200,000 supporting tier 2 links", delivered in 10 days, any niche and language. At that volume tier 2 is automated by definition, which is exactly what Google's spam policies describe as links created by automated programs.

Good for: nothing you care about. Volume like this can get tier 1 pages devalued or deleted by their hosts.

How to choose a tiered link building service

Question 1

What exactly is tier 1?

Tier 2 only multiplies what tier 1 is worth. Ask what tier 1 consists of — editorial articles, niche edits, PBN posts or self-published platform posts — and whether the links are followable. If a vendor sells "tiered" without a clear answer, you are buying volume.

Question 2

Will I see every URL?

Some vendors deliberately do not disclose tier 2 URLs or PBN domains. Without the URLs you cannot check that links exist, are followable and are indexed. Prefer a report with every placement.

Question 3

How many links, over how long?

Five to ten contextual tier 2 links per tier 1 page, built over one to four weeks, look like normal linking. Hundreds of thousands of links in ten days do not.

Question 4

What happens when links disappear?

Look for a written replacement period — six to twelve months is typical — and read the terms page for refund rules. "All fees are non-refundable" is common even where landing pages promise guarantees.

Question 5

Does the vendor accept your niche?

Gambling, adult, pharma and CBD are excluded by many vendors or sent to separate products at higher prices. Check before you order, not after the cancellation email.

What Google says about tiered links

Google's spam policies define link spam as links created primarily to manipulate rankings, and list buying links and using automated programs to create links among the examples. That applies to every tier. Since the 2021 and 2022 link spam updates, Google says it mostly neutralises such links — they simply stop counting — rather than penalising the site, although manual actions for unnatural links still exist. In practice, the risk grows with volume and automation: a few relevant contextual tier 2 links behave very differently from a 200,000-link pyramid. More on the policy side in our tiered link building guide.

Frequently asked questions

What is the best tiered link building service in 2026?
It depends on what you need. For editorial tier 1 links, agencies such as Editorial.Link, FatJoe or Rhino Rank are strong but do not sell tier 2. For tier 2 on top of existing links, Searcharoo, SEOButler, OutreachMama and Sir Links A Lot sell dedicated packages. For full cascades around one page, PromoPilot, siteai.md and Fantom sell tier 1 and tier 2 together.

Do FatJoe, The HOTH or Editorial.Link sell tier 2 links?
No. As of October 2026 none of them lists a tier 2 or tiered product on its official pages. FatJoe sells guest posts and niche edits, The HOTH sells outreach and insertions, and Editorial.Link sells managed editorial links. The HOTH explains tiered link building on its blog but points readers to its tier 1 products.

How much do tier 2 backlinks cost?
Dedicated tier 2 products cost about $14–30 per link in October 2026: Rank Club $14–20, SEOButler and OutreachMama about $14.5–18, Searcharoo $30 per placement. In PromoPilot a tier 2 publication costs $2 at base price as part of a cascade. Bulk packages promising hundreds of thousands of links cost far less and are automated spam.

Is tiered link building safe?
Google treats links built to manipulate rankings as link spam at any tier and mostly neutralises them. The practical risk depends on how links are built: a few contextual tier 2 links built gradually carry low risk, while automated pyramids and PBN networks can get tier 1 pages devalued or removed.

Does any tiered link building service guarantee indexing?
None of the services we checked guarantees that links will be indexed. The HOTH replaces outreach links that are not indexed after 90 days, and siteai.md refunds its separate indexing service for URLs not indexed within 14 days. PromoPilot reports the indexing status of every publication but does not guarantee it.

Can I add tier 2 links to backlinks I bought elsewhere?
Yes. Searcharoo, SEOButler, OutreachMama, Sir Links A Lot and Rank Club sell tier 2 specifically for existing tier 1 links, and PromoPilot can run tier 2 on top of any live, followable link. Check first that each tier 1 link is live, followable and indexable.
